Joel Wedemire 82892deafe Mark as beta: it is off in production

`stability` is what dashboard:doctor and the ship-dark contract read, and it said
"stable" for an app that is not running in production. That is worse than redundant —
it is doctor reporting the wrong thing about the deploy.
